Pension Industry Demystifies Non-Interest Shari’ah-Compliant Investments

 

Harboursandport.com: Lagos – May 29, 2025: In a bid to promote inclusive and ethical investing within the Nigerian pension industry, stakeholders recently convened for an Investment Knowledge Session themed “Demystifying Non-Interest Shari’ah-Compliant Investments”.  The session focused on raising awareness about non-interest financial products, addressing misconceptions, and exploring the increasing relevance of Fund VI under the Multi-Fund Structure of Nigeria’s pension industry.

Kicking off the session, Oguche Agudah, CEO of the Pension Fund Operators Association of Nigeria (PenOp), announced that earlier in the year the regulator had inaugurated the Pension Industry Non-Interest Advisory Committee (PINAC). He emphasized the need for open dialogue between investment professionals and non-interest banking practitioners to close the information gap and encourage wider participation in ethical finance options that avoid usury.

Over the past three years, Fund VI has experienced notable growth, reflecting a rising interest in Shari’ah-compliant retirement options. Professor Adam M. Abubakar of the PINACCommittee emphasized the committee’s role in expanding awareness among pension contributors and aligning investment practices with religious and ethical principles

From a regulatory standpoint, Patience Uzoma, who is the UnitHead,Market Supervision outlined the strategic importance of non-interest funds in offering competitive returns while adhering to Islamic principles. She reaffirmed that PINAC would help promote transparency and guide the development of globally aligned ethical pension investment products.

The session also featuredOnajite Esharegharan, the Head of Corporate Banking from Taj Bank, who introduced the audience to non-interest banking and its asset-backed, ethical product offerings, such as the Mudaraba Current Account and the forthcoming ₦20 billion Sukuk. She explained that Taj Bank’s model ensures profit-sharing, transparency, and buffers to protect investors against market volatility, making it attractive for institutional portfolios like pension funds.

Discussions also addressed key regulatory concerns, risk-sharing mechanisms, and sustainability of returns. Attendees explored questions about fixed income products, the compliance process for pension funds investing in non-interest financial instruments, and the long-term viability of buffers in times of economic uncertainty.

Akinbola Akintola, the head of research and investor relationsat PenOp, who moderated key segments of the session, called for a more inclusive conversation across stakeholders in the pension and capital markets. “There’s a significant education gap,” he said. “We must consistently communicate that these funds not only meet compliance standards but also align with deeply held values.”

This session marks another step in expanding Nigeria’s pension investment horizon through faith-aligned, inclusive financial instruments. Nigeria Entity: New CEO and Board Members at Continental Reinsurance Plc

To lead the Nigeria entity in charge of Anglophone West Africa operations, Dr. Fatai Kayode Lawal has been appointed Managing Director/CEO of Continental Reinsurance Plc, Nigeria effective April 2025.

Dr. Fatai Kayode Lawal brings a wealth of experience to his new role. He holds a B.Sc. (Hons) in Insurance from the University of Lagos, an MBA from the same institution, and a Doctorate in Management (Leadership and Organizational management) from the University of Phoenix, AZ. He is a Fellow of the Chartered Insurance Institute of London & Nigeria (FCII, FIIN). He is also a Fellow of the Chartered Institute of Personnel Management of Nigeria and Chartered Institute of Directors. Dr. Lawal's impressive career includes his most recent position as Managing Director/Chief Executive of Sterling Assurance Nigeria Ltd. from January 2007 to December 2023, where he successfully integrated three merging companies and significantly grew sales. Prior to this, he served as the Managing Director/Chief Executive Officer of Universe Reinsurance Co. Limited, where he improved profitability and expanded markets. His earlier career also includes a leadership role at Refuge Insurance Company Limited and a pioneering management role at Continental Reinsurance Co. Ltd. Dr. Lawal has a proven track record in leadership, strategic development, market expansion, and team building. 

Strengthening the Nigeria Board

The Nigeria entity also welcomes three new Non-Executive Directors, whose appointments have received regulatory clearance from the National Insurance Commission:

Mr. Segun Adebanji – Chairman of the Board, Non-Executive Director.

Mr. Adebanji is a veteran finance professional and Fellow of both the Chartered Association of Certified Accountants and the Institute of Chartered Accountants of Nigeria. His international career includes leadership positions within UAC, Unilever, Nigerian Breweries, and Heineken, with postings in South Africa, Ghana, Namibia, and the Netherlands. He currently chairs Fidson Healthcare Plc and Filmhouse Group Ltd.

Mrs. Funmilayo Omokhodion – Non-Executive Director

A Chartered Insurer with 36 years of experience in reinsurance, Mrs. Omokhodion rose through the ranks at Africa Re, serving as Regional Director for West Africa and in other senior roles. She holds a BA in English and Linguistics and an Executive MBA in Insurance, and is a member of the Council of the Africa Reinsurance Foundation.

Mrs. Eno Atoyebi, CFA – Non-Executive Director

With over 25 years in investment management, Mrs. Atoyebi is a Chartered Financial Analyst and Fellow of the Institute of Chartered Accountants of Nigeria. She is currently the Managing Director of ValuAlliance Asset Management and oversees strategy for two mutual funds. Her earlier experience includes senior roles at Afrinvest and ExxonMobil.

Oyetola Flags Off 3,500 Life Jacket Distribution Campaign in Lagos

…Tasks Boat Operators on Water Safety, Commits to Zero Mishap Vision


Harboursandport.com: Lagos - May 28, 2025: The Minister of Marine and Blue Economy, Adegboyega Oyetola, has officially launched the distribution of 3,500 life jackets in Lagos State, as part of the Federal Government’s nationwide water safety campaign aimed at enhancing security on Nigeria’s inland waterways.



The event, held during a Marine Safety Sensitization and Life Jackets Distribution Exercise in Lagos, underscores the ministry’s unwavering commitment to a safety-first culture, particularly in riverine communities where water transport is a daily mode of movement.


Represented by Dr. Mercy Ilori, a Director in the Ministry, Oyetola disclosed that the initiative, already carried out in Niger, Bayelsa, Anambra, and Akwa Ibom States, would extend to other coastal states over the coming months, with a target of reaching 12 states within the shortest possible time.


Highlighting the importance of President Bola Ahmed Tinubu’s Renewed Hope Agenda, the Minister outlined three core pillars of the campaign which include: Enforcement of the Inland Waterways Transportation Regulations 2023, Ongoing public sensitization on safety, and Provision of life-saving equipment, including life jackets


Oyetola praised the proactive efforts of Governor Babajide Sanwo-Olu in transforming water transportation in Lagos and commended the National Inland Waterways Authority (NIWA) for its regulatory oversight and public awareness drives.


Calling for grassroots participation, the Minister urged boat operators, community leaders, and transport unions to adopt the life-saving slogan: “No life jacket, no entry.” He stressed that life jackets are “shields, not inconveniences,” and called on all stakeholders to make water safety a shared responsibility.


Also speaking at the event, the Lagos State Commissioner for Transportation, Mr. Oluwaseun Osiyemi, described the initiative as a timely intervention. With over 85% of daily commutes in Lagos currently done via road, Osiyemi emphasized the importance of expanding safe and reliable water transport to meet the needs of the state’s growing population.


“This initiative is not just about safety gear; it’s about building a safety culture,” Osiyemi said, thanking the Federal Ministry and NIWA for their support and partnership.


In his address, NIWA Managing Director, Mr. Bola Oyebamiji, emphasized that in the water transport sector, safety is the real measure of success. “While profitability is key in finance, safety is our profit here,” he stated.


He reiterated NIWA’s determination to achieve zero fatalities on Nigeria’s waterways and confirmed that six of the twelve targeted states have already benefitted from the campaign. “We are committed to reaching the rest in the next one to two years,” he said.


Oyebamiji highlighted the strict safety enforcement in Nigeria: “Here, if you don’t wear a life jacket, you don’t get into the boat. It’s that serious.”


Earlier, Mr. Damilola Emmanuel, General Manager of the Lagos State Waterways Authority (LASWA), welcomed participants and applauded the Federal Government’s leadership on safety. “This is more than just a distribution, it is a significant step toward sustainable water transport. Safety is what keeps our waterways functional and reliable,” he said.


The event brought together stakeholders from across the marine and blue economy sector, reinforcing the shared vision of a safe, secure, and efficient inland water transport system across Nigeria.

Akume Visits NSC, Reaffirms Support For Maritime Sector Reforms

Addressing the Council’s Management staff, Akume commended the NSC leadership and reaffirmed the government's support for strategic reforms aimed at improving Nigeria's port sector.

The NSC's Executive Secretary and Chief Executive Officer, Akutah Pius, said that the visit of the SGF emphasized the Council's vital role in regulating and facilitating trade at Nigeria's ports.

Customs Invests N3.2bn In Trade Modernization Programme

... Targets N250 Billion From Project


Harboursandport.com: Lagos - May 28, 2025: Nigerian Customs Service, NCS said that it has invested about N3.2billion into the ongoing Trade Modernization Programme aimed at automating all documentation processes in goods clearance at the ports



Controller General of the Service, Adewale Adeniyi who dropped this hint yesterday in Lagos at the 9th AMSAY Conference organised by Platform Communications said that the service however plans to generate N250billion from the project.


The Customs boss said that the project has been concession for a period of 20 years and that over 67 scanners have been procured to ensure that goods are scanned and the delay associated with physical examination discarded.


Represented by Assistant Controller Abbas Oyindamola, he disclosed that the project has started yeilding fruitful results as Apapa Customs generated N1.3 trillion.


According to him, another benefit of the scheme is the reduction of goods clearance procedure from 21 days to between 7 and 10 days while vehicles and general cargoes can by cleared at PTML terminal within 1 hour and 7 hours respectively.


He stated further that the project incorporates National Single Window project and B' Odogwu scheme which has been deployed at PTML and will soon be extended to Tin-Can Island Command of the service.


Adeniyi who was speaking during a paper presentation at the Conference with theme:"Automation and Digitalisation of Maritime Operations noted that purpose of National Single Window is to bring together about 150 government agency under one online portal.


He stressed that the NCS has a dedicated information technology unit working in collaboration with Federal Inland Revenue Service to integrate all the multiple agencies into one portal. 


He described the B'Odogwu scheme as web based and user friendly that will enhance paperless transactions.


In his own presentation, on future of Nigerian students said that Engr. Emmanuel Efuomanefe advised students to be focused and identify core area of competence in maritime.

This was the poke of deliberations during a working visit by the Maritime Administration of the East African nation to NIMASA led by Rukia D Shante, Vice Chairman, TASAC who also announced the support of the Tanzanian Government for Nigeria's bid to seek election into Category C at the International Maritime Organization (IMO) Council.

In his opening remarks, the Director General TASAC, Mr Mohammed Salumu, who was represented by Mrs. Leticia Mutaki, Director of Maritime Safety, Security and Environmental Protection, TASAC, applauded NIMASA’s regulatory reforms and technical progress, particularly in maritime security and seafarers development while also indicating Tanzania's intention to throw its weight behind Nigeria's IMO Category C bid.


Mrs. Mutaki stated that, "Our presence here today reflects the strong and growing cooperation between our two institutions and of our shared commitment to advancing maritime safety, security and environmental stewardship across the African continent". 


“Your Deep Blue security framework is impressive, and your investments into human capacity development are commendable. Tanzania is keen to learn from your systems, especially in areas of certification, flag state inspections, and seafarer welfare.”


Speaking on Nigeria's quest for a Category C seat at the International Maritime Organization.Council, she stated that, “We believe Nigeria’s position on the IMO Council is vital for the region and the continent at large. Tanzania will continue to support this ambition,”

Apapa Customs Impounds Unregistered Pharmaceuticals, Cosmetics, Vehicles Worth Over N3.2bn

Harboursandport.com: Lagos - May 22, 2025: The Nigeria Customs Service, NCS at the Apapa Port Command has impounded six containers laden with prohibited items and unregistered pharmaceuticals. 



Other items in the seized containers are cosmetics, used clothing and two vehicles illegally imported into the country. 



Addressing the press on the seizures, the Customs Area Controller (CAC) of the Command, Comptroller Babatunde Olomo, said these seizures have Duty Paid Value (DPV) of N3.24 billion (Three billion, Two hundred and forty-seven million, Four hundred and twenty-seven thousand Nine hundred and sixty-nine naira) broken down into three categories. 


On category one; container No. SUDU 8685733 (40FT) was found to contain 1,698 of RTPL CSC Cough syrup with codeine concealed in packages of water closet. 


Container No. MRSU 4846204 (40FT) was found to contain 1,690 cartons of codeine syrup concealed in toilet seat. The two seizures have a street value of N2,710,400.00 (Two billion, seven hundred and ten million, four hundred thousand naira only).


He disclosed that the two containers were intercepted through international collaboration as well as local networking with officers and men of the Nigeria Drug Law Enforcement Agency (NDLEA).


On category two; Container No. ONEU 1153150 (40 FT) was found to contain 1,584 packages of Globatin anti-marks and 30g Clobetasol cream falsely declared as Truck Tyres.


Container No. MRSU 3258823 (40 FT) was found to contain Rabeprazole, for injection, 25mg Zahifranil tablets, 1000mg vancomycine hydrochloride, ciprophetadine with vitamin B complex, and other pharmaceutical products without NAFDAC registration number, falsely declared as kitchen wares and tables.


On category 3 Container No. MRKU 0904594 (40 FT) was found to contain two stolen vehicles from Canada. A 2024 model Lexus RX 450 vehicle with chasis number JTJCJNGA6R2017707 and another 2023 Lexus RX 350 with chasis number 2T2BAMCAPCO32741 falsely declared as food items.


While container No. SEKU 4716830 (40 FT) was found to contain 390 bales of used clothing which contravenes the import prohibition law.


Olomo stated that while the Command facilitate trade, collect revenue for government, the NCS owe the Nigerian people the duty of protecting them from dangerous imports that are injurious to their health and wellbeing.


He said: "As officers at the nation's largest, busiest and premier port, we are determined to avoid making Nigerians vulnerable to the selfish interests of merchant of death whose stock in trade is to bring in harmful substances like the ones I shall be showing you today".


The CAC attributed the success of the Command to the inspiring guidance of the Comptroller General of Customs, Adewale Adeniyi.


While receiving the unregistered pharmaceuticals, representative of the Nigeria Drug Law Enfield Agency (NDLEA), AC Buba Wakawa, acknowledged that the seizures were aided by international collaborations.


He noted that most codeine products are manufactured in India, hence the agency has communicated with the country to stop production of codeine for Nigeria.


Wakawa revealed: We know that most of these codeine are produced in India, that's why the Agency signed an MoU with India to stop producing codeine for Nigeria.


"That's why these people have to go to the extent of using the neighbouring countries that we don't have MoU with them like Chad as their source of manufacturing.


"But I think with the synergy that is going on now we are closing that gap and we checkmate them".

Shippers Council, CRFFN Strengthen Ties to Enhance Freight Forwarding Standards In Nigeria

Harboursandport.com: Lagos - May 22, 2025: The Nigerian Shippers’ Council, NSC, has reaffirmed its commitment to deepen collaboration with Council For The Regulation of Freight Forwarding in Nigeria CRFFN, with the aim to boost freight forwarding standards in the country.



The commitment was made by the Executive Secretary/Chief Executive Officer of NSC, Pius Akutah, during a courtesy visit by the CRFFN team, led by its Registrar, Kingsley Igwe, to the NSC headquarters in Lagos.



Welcoming the delegation, the Shippers Council boss noted the importance of synergy between the agencies under the Ministry of Marine and Blue Economy and therefore, stressed the need for a formal Memorandum of Understanding, MoU between the two agencies to strengthen their operational framework 



Akutah highlighted the importance of inter-agency collaboration, stating that no agency can do it all by itself without collaboration.


He further pointed out that the establishment of the Ministry of Marine and Blue Economy by President Bola Tinubu demonstrates the Federal Government’s strong commitment to economic development and therefore, the need for agencies under the Ministry to operate professionally in order to fulfill the President's vision for the sector.


He further stressed the importance of professionalism in trade, commending CRFFN’s restructuring the Freight Forwarders’ registration process, particularly the incorporation of Know Your Customer, KYC protocols, describing it as a critical step in improving industry standards.


He urged CRFFN to uphold and enforce the compliance standards it has set to align with global best practices. 


Earlier speaking, Igwe informed that CRFFN is grappling with challenges, especially in the areas of revenue generation and capacity building. 


He appealed for NSC’s support in training freight forwarders to meet international benchmarks and strengthen Nigeria’s logistics value chain.


He disclosed that CRFFN has already developed a training curriculum but requires resources and suitable training locations to execute the program effectively. 


The Registrar also commended Dr. Akutah’s efforts in sanitizing port operations and expressed confidence in the NSC’s continued support.

Immigration Partners UN, Security Agencies To Address Maritime Border Insecurities Within GoG

Harboursandport.com: Lagos - May 21, 2025: The Nigeria Immigration Service, NIS, in conjunction with the office of the United Nations Counter-Terrorism Center, UNCCT, organized a three-day  Regional workshop to address "Maritime Security in the context of Counter-Terrorism in the Gulf of Guinea."



The held in Lagos, was attended by the Governor of Lagos State Babajide Sanwo-olu, represented by his Chief of Staff - Mr Tayo Ayinde, The Republic of Italy Consulate General Consul in Lagos - Mr Ugo Boni, The Senate Committee Chairman on Interior -Comrade Adams Oshiomole, The Minister of Interior- Dr Olubummi Tunji-Ojo, The Comptroller General of Customs - Adewale Adeniyi, The Inspector of General of Police - Koyode Egbetokun and other security agencies connected to maritime sector.



The Comptroller General of NIS,  Mrs. Kemi Nanna Nandap while delivering her keynote address, stressed that there is an urgent need for security agencies to collaborate to combat terrorism, piracy, arm smuggling and human trafficking that threatens the regional economic growth and stability within the borders.



Nanna stated that the theme for the workshop was apt and timely in evaluating and rethinking security under the present circumstances of evolving maritime threats in the Gulf of Guinea (GoG). She also revealed that the Kingdom of Morocco and the Republic of Cape Verde, recently convened a high-level regional meeting of heads of African Counter-Terrorism and Security agencies (April 7-8,2025); and the ECOWAS Sub-Committee of Chief of Naval staffs meeting was held in Praia, Cabo Verde in 25th - 27th of February, 2025, was all to discuss critical maritime security issues in the region.


"We are proud to co-host this initiative with the United Nations Counter-Terrorism Center (UNCCT), to share our commitment in enhancing maritime security in our region. Our collective resolve to tackle piracy, terrorism, illicit flow of arms, migrant smuggling and human trafficking and stowaway, among other transnational organized crimes; aims to achieve sound policies, capacity building, community engagements, collaboration and regional partnership.


She stressed  that the West African Atlantic Coast and the Gulf of Guinea has always been known for piracy, especially in countries near Nigeria like Cameroon, Equitoral Guinea, Gabon, Sao Tome and Principe, Ivory Coast, Togo, Benin, and Ghana; and due to the offshore Oil and Gas reserves, the region plays a crucial role in the global energy sector; but the illegal activities within that region also affects the vessels and crew members, hence the need to combat the insecurities within the borders.


"Beyond Oil and Gas, harnessing the economic potential of the GoG resonates with the Agenda 2063: the Africa we want, and the 2050 African Integrated Maritime Strategy, Policy Framework and Reform strategy for fisheries and acquacultue in Africa."


The NIS boss called on her sister agencies to join in the collaboration since the threat is transnational and no agency or government involved in border security and migration management can operate independently .


Also speaking at the event , the Comptroller General of Customs, Bashir  Adewale Adeniyi, commended the CGI for Identifying the critical areas where the workshop should be focused on; and also agrees with her that it is important  that the agency maintains a credible database of activities within the Maritime borders.


"I understand the importance of sharing intelligence and having legislative framework. All terrorists operating along our shores are driven by narcotics, and we must understand how they use the financial system to fund their activities."


Adeniyi added that  it is very important for security agencies to understand how terrorism is financed, and also critically close-up gaps through which illegal monies is sent across to them.


Also in his remarks, the Minister of Interior, Olubummi Tunji-Ojo  commended the Immigration boss for putting up such a program, since  the security of the borders is of great importance to him.


Tunji-Ojo highlighted the fact that NIS is leading in a comprehensive  review  of the country's border strategy, undescoring the urgency of implementation; and the workshop is a pivotal step towards safeguarding Nigeria's Future.


"With over 230 million population, with 70% under the age of 40, it is important we prevent radicalization and  exploitation of Nigeria youthful population by criminals and terrorists networks. 

"The time to act is now, and our  focus is not a short term but a system that outlast political circles ".

Trade: Nigeria, Benin Republic Customs To Address Diversion, Fraud With SIGMAT Deployment

Harboursandport.com: Lagos - May 19, 2025: The Nigeria Customs Service and the Customs Administration of Benin Republic have expressed readiness to address diversion and fraud along the Nigeria-West corridor with the deployment of the SIGMAT, the interconnected system for the management of goods in transit.

The Comptroller General of Customs, Nigeria Customs Service (NCS) Bashir Adewale Adeniyi made this known during the official launch of the deployment of SIGMAT connectivity between Benin And Nigeria, Seme Krake Joint Border Post on Monday, May 19, 2025.




This is even as he disclosed that the two countries intend to use the platform to foster inter-agency coordination and collaboration between both nations while also addressing cross-border issues affecting the two Customs Administrations.



"SIGMAT is aimed at digitalizing and harmonizing Customs transit operations across our member states. 



"The concept was conceived over a decade ago and the electronic platform was designed to achieve these objectives.



"Primarily, we want to improve the visibility of goods in transit. We want to combat diversion and fraud along the Abidjan-Lagos Highway Corridor. 



"We also want to use the platform to foster inter-agency coordination and collaboration between us. 



"And for our stakeholders, we want to simplify the procedures at the borders and by so doing, we want to reduce delays" the CG began.



Continuing, the CG noted that SIGMAT is Nigeria's strategic ambition to align with regional digital customs standards and to modernize the globalization of our trade portfolio.



He added that in the near future, we will be able to expand the deployments of SIGMAT to additional border locations, particularly in places like Idiroko, and others.


 

"We will look forward to strengthening bilateral communication mechanisms to ensure timely technical engagements between our agencies and our institutions".



"And most importantly, we want to make sure that trade fosters revenue and prosperity. We want to enhance trade facilitation between our two countries". 



On her part, the Director General (DG) of the Benin Republic Customs Administration, Mrs. Adidjatou Hassan Zanouvi disclosed that the platform will go a long way in reducing delay and enhancing trade facilitation between both countries.



"The technical launch for the SIGMAT platform, which is a very important milestone for the cooperation and the interoperability between Benin and Nigerian Customs, because it will facilitate the move of the goods and also will help our customs services to fight against any fraud, to have an exclusivity in collecting revenue and also facilitate trade.



"The system will really solidify and facilitate the move of the goods from Abidjan, which is already in the SIGMAT system from Abidjan, all the way to Benin and then to Nigeria, and also when goods are coming from Nigeria to use the corridor, SIGMAT".

Supreme Court Akabogu's Submission On Nigeria's Admiralty Jurisdiction Practice, Procedure

Harboursandport.com: Lagos - May 14, 2025: The Supreme Court has agreed with the submission renowned maritime lawyer, Emeka Akabogu and has effected a tectonic reset of Nigeria's Admiralty Jurisdiction practice and procedure, while delivering judgement on practice-redefining magnitude.



Akabogu, a Commercial lawyer with specialty in maritime, energy and international Trade; stated that while the Supreme Court was delivering the judgement in the case of GeePee Industries Nigeria Limited, MV Kota Manis and 4 other suits, with case file NO: SC/804/2018; the apex Court unequivocally dismantled the almost two decades long encroachment of the Sheriffs and Civil processes Act into the Admiralty jurisdiction and reasserted the status of the jurisdiction as 'sui generis'.


He added that prior to this development, the Court of Appeal had wrongly entrenched three principles of the acts which he pointed out as follow;

* That naming the owner of a ship, changed the nature of the claim from 

 'in rem' to 'in personam'.


* That the response time of the writ in Admiralty matters should be 30 days as required under the Sheriff's and Civil Processes Act and not 14 days as required under the Admiralty Jurisdiction procedure rules.


* That leave must be obtained for a concurrent writ to be issued on a foreign owner before the Court can assume jurisdiction to arrest defendant vessel within the Nigeria waters.


Mr Akabogu highlighted that it was a personal fulfilling moment for him, having seen through a strenuous 13-year litigation across all three tiers of the Nigerian Court system, on the sore point that led to the cheery judgement.


He added that while these arguments were clearly against the letter and sprit of the key procedure and substantive Admiralty rules, the Court of Appeal had over the years been swayed to give pre-eminence to the Sheriff's and Civil Processes Act in the determination of service-related questions on the Admiralty jurisdiction.


He concluded that the judgement is significant for commercial interests in the Nigerian shipping and energy space, as it ensures security and speed of claims in which arrest of vessels is implicated.

APM Terminal: Milking Shippers, Agents Through Deliberate Delay Of Cargo

The nation's leading container terminal, APM Terminal has been accused of deliberately delaying container clearing process with the intention of making shippers and their agents pay more.



Harboursàndport.com gathered that the delay is caused by staff of the terminal who deliberately hold on to documents of shippers for weeks and in some cases months before such documents are released, after payments of unreceipted, rogue fee designed as gratification.


Harboursandport.com learnt that the APM Terminal staff who have constituted themselves into a cartel, demand between N150,000 and N300,000 from shippers, before import cargo documents are released.


A shipper's representative who arrived in Lagos to take delivery of his consignment with the intention of moving the same by train to their destination, was delayed for about two weeks without the shipping company issuing Delivery Order (DO) a source at the terminal who spoke on the condition of anonymity,  said.


Harboursandport.com gathered that the shipper's representative unable to stomach the official behaviour of the terminal operator was seen shouting and demanding reasons for the delay of his consignment, having concluded all the processes.


The shipper's representative it was gathered was shouting and telling anyone who cared to listen that APM Terminal will turn around to charge demurrage for the delay caused by it's officials, which is known to the management.


Another customer who got a 20 foot container through auction, paid the customs Levy in December 23, but the shipping company failed to release his Delivery Order until February this year.


According to finding, after the terminal operator's staff held on to the Terminal Delivery Order (TDO) for about a month, turned around to demand for N150,000,  they claimed is for the office of their Managing Director.


It was was further learnt that the consignee, reportedly tired of the deliberate delay, involved a military personnel that accompanied him to APMT Customer Service Office at the terminal.


On arrival at the Customer Service Office where the documents were allegedly held, the staff who not sure of the identity of the female military personnel, became jittery and released the TDO which enabled the customer to take delivery of the consignment the next day.


Shippers have been complaining and alleging that the terminal operator deliberately delay release of consignments as a ploy to forcing transaction to go into demurrage claims they say runs into millions of dollars, annually.


When contacted on the alleged development, Head of Commercials of APM Terminal, Kayode Daniel, told Harboursandport.com that they are not aware.

He said management will carry out an investigation into the report. 

He also advised our reporter to contact the management of the terminal should such an incident occur in the future so that it can be permanently addressed.
