From Lagos to the World: CGC Bashir Adeniyi Becomes WCO Leader


Harboursandport.com: Lagos - June 30,2025: The Comptroller General of the Nigeria Customs Service (NCS), Bashir Adewale Adeniyi, has made history by becoming the first Nigerian elected to lead the World Customs Organization (WCO). This landmark achievement took place over the weekend at the WCO headquarters in Brussels, where member nations of the 73-year-old organization—comprising 186 countries—voted to entrust Mr. Adeniyi with its highest decision-making role in global customs administration.

President Tinubu hailed the development as a major milestone, noting that the symbolic raising of Nigeria’s flag at the WCO headquarters was a testament to the energetic and transformative leadership of Mr. Adeniyi since his appointment as Comptroller General two years ago.

"I congratulate the Customs boss for bringing pride and validation to our country and the ongoing economic reforms. I urge the new WCO Council Chairperson to meet and exceed the expectations placed on him," the President said.

Under Mr. Adeniyi’s stewardship, the Nigeria Customs Service has significantly increased revenue collections, consistently outperformed budgetary targets, enhanced stakeholder engagement, and modernized operations through digital innovation.

President Tinubu also expressed gratitude to the Secretary-General and WCO leadership for their confidence in electing the Nigerian representative and pledged the federal government's support throughout his tenure.

The WCO Council serves as the organization’s supreme governing body, setting global standards and policy directions for customs administrations. All working bodies within WCO report to the Council, which drives uniformity, modernization, and best practices across its member states.

Comptroller Adeniyi will officially assume office on July 1, 2025, succeeding Edward Kieswetter, Commissioner of the South African Revenue Service.

Brussels Accord: Nigeria and Saudi Arabia Unite for Smarter, Safer Border Trade


Harboursandport.com: Lagos - June 28,2025: In a significant diplomatic milestone, the Nigeria Customs Service, NCS and the Zakat, Tax and Customs Authority of the Kingdom of Saudi Arabia have signed a bilateral agreement on cooperation and mutual assistance in customs matters.

The signing took place on Thursday, 26 June 2025, during the 145th/146th Sessions of the Customs Co-operation Council at the World Customs Organization, WCO Headquarters in Brussels.


The agreement was signed by Nigeria’s Comptroller-General of Customs, Adewale Adeniyi, and Governor Suhail bin Mohammed Abanmi of the Saudi Zakat, Tax and Customs Authority.

Following the signing, CGC Adeniyi described the agreement as a major advancement in Nigeria’s strategic customs diplomacy and a reaffirmation of the Service’s commitment to cross-border collaboration for secure and efficient trade.


 “This agreement provides a strong platform for operational synergy in tackling customs offences, sharing intelligence, and ensuring the fair and accurate application of customs laws,” Adeniyi stated. “It aligns with our broader efforts to modernise Customs, promote transparency, and deepen Nigeria’s integration into the global trade ecosystem.”

The agreement establishes a formal framework for mutual administrative assistance between the two nations in areas such as customs enforcement, classification, valuation, revenue protection, and coordinated border management. It draws from internationally recognised instruments, including the WCO Recommendation on Mutual Administrative Assistance (1953), and other relevant conventions to which both countries are signatories.


 “The Service sees this partnership not just as a tool for enforcement, but as a mechanism to drive innovation and trust in customs administration,” Adeniyi added. “Nigeria is proud to join hands with Saudi Arabia in advancing a future where customs operations are smarter, faster, and more cooperative.”


Governor Abanmi echoed this sentiment, describing the agreement as a reflection of shared priorities in trade facilitation and customs efficiency.


 “Saudi Arabia welcomes this partnership with Nigeria. Our customs administrations face similar challenges, and through this agreement, we aim to share knowledge, strengthen enforcement, and safeguard our economies from illicit trade,” he said.


Under the terms of the agreement, both parties will collaborate on investigations, data exchange, and the enforcement of prohibitions and restrictions in accordance with their respective national laws. The agreement is of indefinite duration, with provisions for amendment or termination through diplomatic channels.

NSC Taps UNILAG To Build Next Generation Of Maritime Leaders

Corruption, Chaos Plague Apapa Trucking Operations Despite ETO Reforms

Harboursandport.com: Lagos - June 27, 2025: The National President of the Amalgamated Truck Owners Association of Nigeria, ATOAN, Bello Ridwan, has blamed the resurgence of traffic congestion in Apapa on the failure of the electronic truck call-up system designed to regulate port access.



In an exclusive interview with Harboursandport.com, Ridwan criticized the e-call-up system operated by private firm Truck Transit Park, TTP, stating that it has failed to fulfill its intended purpose. He described the system as riddled with corruption, inconsistencies, and favoritism.



According to him, “I feel this is just a money-making scheme. We are not solving problems. The real enforcers are the security agencies, ensuring only trucks with valid call-up tickets access the port,” Ridwan said.


He explained that truckers are aware of the penalties for attempting to access the port without proper documentation, but the system’s inefficiencies persist.


Speaking from personal experience, Ridwan noted that his own trucks at the Export Processing Terminal, EPT —a facility established by the Nigerian Ports Authority, NPA for export-bound trucks—often spend seven to eight days before gaining access to the port, a delay he described as unacceptable.


He explained that the original design of the EPT was for trucks to drop containers from exporters’ warehouses at the terminal, where they would be inspected by Customs and other agencies before being transferred to the port by designated trucks. However, this process is not being followed.


“Today, the same truck that brings the container from the warehouse takes it directly to the port—and still spends eight days doing so,” he lamented.


Ridwan further criticized the lack of functional equipment at the EPT, particularly cranes meant to offload containers for inspection.


“Nothing is happening at the terminal as designed. If you visit now, you won’t see any cranes operating. Yet, we are being charged for services that are not being rendered,” he said.


He concluded by calling on the NPA to address the systemic issues, warning that corruption in the haulage and port sectors has reached unprecedented levels.


“The corruption in the haulage sector is at an all-time high. The corruption in the port is at an all-time high,” he declared.

SCAN Laments Marine Debris Littered In The Waterways

Harboursandport.com: Lagos - June 27,2025: The Shipping Correspondents' Association Of Nigeria, SCAN, has called on the Federal Government to urgently put in place measures to address the crisis of marine debris and its threat to the maritime industry, marine ecosystems, and coastal communities.

This appeal was made by the SCAN President, Moses Ebosele, at the 2025 SCAN summit titled: Marine Debris: The Danger Ahead, which held on the 26th of June 2025 at Rockview Hotel, Apapa.


He said that the summit's aim was to facilitate national dialogue, share knowledge, and build collaborative strategies to combat marine debris and other forms of marine pollution. 

"The growing prevalence of marine debris is not just an environmental issue; it is a socioeconomic threat that can undermine the very foundations of our maritime industry and coastal communities. Let me also use this opportunity to urge the Ministry of Marine and Blue economy and relevant agencies to bring to the front burner and put modalities in place to tackle issue of marine debris."

The keynote speaker Captain Olajide Olugunwa, who is a Master Mariner and Second Vice President of the Nigeria Association of Master Mariner, NAMM, while delivering his speech, noted that It was both a privilege and a duty to address the growing urgency and national significance of the topic, saying that though the issue might not capture headlines as swiftly as piracy or oil theft, but beneath its deceptively passive label lies a real and mounting threat to Nigeria’s maritime economy, environmental integrity, public health, and future generations.

Olugunwa further noted that from decades of experience navigating International and Nigerian waters, handling emergencies caused by submerged debris, and watching with alarm the deterioration of the marine ecosystem; hence he highlighted some of the dangers marine operators and user face due to the debris.

The list which includes operational menace, which causes Seafarers and Marine Operators to be in harm’s way, damage of equipments, loss of time and earnings, Marine Wildlife strangulation and death , threat to small craft and local transport, coastal degradation and tourism loss, Broader environmental, public health, and Reputational damage, just to mention a few.

However, he also offered necessary solutions like policies and regulations on National Marine Debris Act and mandatory debris management plans for all ports and operators, enforcement and sanctions, public engagements and awareness e.t.c

He concluded by appealing that this event should be a turning point where words become policy, and policy becomes practice, and regulatory agencies should embrace enforcement without favoritism.

Also speaking at the event was the Managing Director of the Nigerian Port Authority, NPA, Abubakar Dantsoho, represented by Capt Femi Oyewole - principal manager Marine of NPA, who appreciated the organizers, environmental advocates, and other maritime operators in addressing the urgent and growing crisis of Marine debris along Nigeria's coastline and within our port environments

He emphasized that it is important that stakeholders understand what Marine Debris is. and it refers to any persistent, manufactured, or processed solid material discarded, disposed of, or abandoned in the marine and coastal environment; Which majorly includes items like metais, glass, textiles, fishing gear, and other synthetic materials, which do not biodegrade easily.

"As custodians of Nigeria's seaports, the NPA is deeply vested in advancing national and global efforts to combat marine litter and preserve the integrity of our marine ecosystem. This presentation outlines our strategic actions, recent initiatives, challenges encountered, and our vision for a collaborative and sustainable future."

"NPA operates and regulates Port Reception Facilities at all major ports in Nigeria, ensuring full compliance with the International Convention for the Prevention of Pollution from Ships (MARPOL 73/78), particularly Annex V which addresses garbage disposal from ships calling at the Ports Authority's Four Pilotage Districts: Lagos, Delta, Bonny/Port Harcourt and Calabar Pilotage Districts.".

He added that due to NPA's mandate and strategic actions against marine debris, the environment department has lead the efforts to institutionalize sustainable port operations through several policies and interventions specifically aimed at addressing marine debris.

She highlighted the Service’s significant achievements, particularly in adopting new technologies, tightening border controls, and reinforcing compliance mechanisms. “Under CGC Adeniyi’s leadership, Nigeria has become a continental trailblazer in Customs modernisation,” she stated. 

“Such initiatives are vital to enhancing international trade and spurring economic growth.”




Okonjo-Iweala also touched on critical customs challenges—including rules of origin and valuation—stressing their centrality to effective trade facilitation.


In a sideline exchange with the WTO Chief, CGC Adeniyi expressed gratitude for the recognition, describing it as a powerful endorsement of the NCS’s reform agenda.

“We deeply appreciate Okonjo-Iweala’s encouraging words,” he said. 

“They reaffirm our commitment to innovation, automation, and transparency. Our mission aligns closely with international best practices, and we remain determined to strengthen legitimate trade across Africa, especially within the framework of AfCFTA.”



Adeniyi further noted the importance of growing cooperation between the WTO and WCO, especially following the Memorandum of Understanding signed earlier in January 2025. That partnership, he said, is instrumental in promoting global collaboration on Customs valuation, rules of origin, and broader trade facilitation.


The NCS also applauded WCO Secretary-General Ian Saunders for his role in deepening ties between the two global institutions, asserting that Nigeria stands ready to implement reforms that will make its trade environment more transparent, secure, and globally competitive.


According to the Service, enhanced WTO–WCO collaboration offers tangible benefits for developing nations, empowering them with tools and strategic guidance to upgrade Customs processes and thrive in today’s interconnected economy.

Nigeria Charts a New Course: FG Unveils Digital Maritime Labour E-Platform on Seafarers’ Day

The unveiling took place in Port Harcourt during the 2025 Day of the Seafarer celebration, where the Minister of Marine and Blue Economy, Adegboyega Oyetola, hailed the platform as a bold step toward transparency, efficiency, and digital transformation in maritime services.

He commended the Nigerian Maritime Administration and Safety Agency, NIMASA for leading the initiative, highlighting its alignment with national goals of ease of doing business, competitiveness, and capacity building in the blue economy.


Addressing this year’s theme, “My Harassment-Free Ship,” the Minister reiterated Nigeria’s zero-tolerance stance on harassment at sea. He emphasized strengthened training programmes, oversight of recruitment processes, and Nigeria’s full compliance with the STCW Convention and its anti-harassment amendments.


NIMASA Director General, Dayo Mobereola, echoed these commitments, stressing the importance of a safe and dignified working environment for Nigerian seafarers.


“Our seafarers must feel valued, safe, and supported. This theme challenges us to foster zero tolerance for abuse on board vessels,” he said.


Mobereola also reaffirmed Nigeria’s leading role in regional maritime manpower, largely driven by the Nigerian Seafarers Development Programme, NSDP. He pledged continued support through improved policies, confidential reporting systems, and tighter international safety standard integration.


The event featured goodwill messages from international maritime partners, special recognition for exemplary Nigerian seafarers, and shipboard visits by the Minister and his delegation.

Morning Midas Cargo Ship Sinks After Onboard Fire Involving Electric Vehicles

Harboursandport.com: Lagos - June 26,2025: The Morning Midas, a cargo vessel transporting approximately 3,000 vehicles—including around 800 electric vehicles—caught fire and ultimately sank in the Pacific Ocean.

According to the general manager of the shipping company, the vessel sustained critical damage after a fire broke out, worsened by rough weather conditions. These factors led to water ingress, which caused the ship to sink at approximately 16:35 (UTC -9) on 23 June. The incident occurred in waters about 5,000 meters deep and 360 nautical miles from the nearest landmass.

“Damage caused by the fire, compounded by heavy weather and subsequent water ingress, caused the Morning Midas to sink,” the general manager confirmed.

Initial reports indicated that smoke was first observed on a deck where electric vehicles were stored. These EVs were powered by lithium-ion batteries—technology generally regarded as safe, but susceptible to overheating and combustion if compromised.

Investigations are expected to focus on the origin of the fire and whether the lithium-ion batteries played a role in the chain of events leading to the vessel’s loss.

LASWA Leads Regional Push for Safer Ferry Transport Across African Waterways

Harboursandport.com: Lagos - June 26,2025: Lagos State Waterways Authority, LASWA in collaboration with the Maritime Organization of West and Central Africa (MOWCA) and INTERFERRY , hosted a two-day 2025 Regional Ferry Safety Conference at the Lagos Continental hotel, Lagos.

The Theme of the event “Charting Safer Waters: Advancing Ferry Safety Through Innovation, Collaboration, and Integrated Transport Solutions,” unveiled a comprehensive blueprint aimed at harmonizing ferry safety standards, improving regional collaboration, and integrating innovative technologies to secure inland waterways in West and Central Africa. 

The high profile event had in attendance the Executive Governor of Lagos State, Babajide Sanwo-olu, who was represented by the deputy governor of Lagos State, Obafemi Hamzat, the Commissioner of Transportation Lagos State, Mr. Oluwaseun Osiyemi, ferry operators, transport regulators, safety experts, development partners, community advocates, and representatives from across the West and Central African maritime space.

 Delivering his speech at the event, the Deputy Governor of Lagos State, Obafemi Hamzat emphasized that ferry safety must become a regional priority, calling for a harmonized and technology-driven approach to ensure safe and efficient water transportation across Africa’s growing coastal cities. 

Hamzat stated that Lagos has made significant investments in modern ferry terminals, digital monitoring systems, patrol and rescue boats, and locally constructed standard ferries known as Omi Bus, also building a water transport system that is“safe, efficient, accessible, and sustainable; also announcing the establishment of Nigeria’s first Inland Waterways Monitoring and Data Management Centre to improve emergency response and surveillance on Lagos waters. 

“In a mega city like Lagos, with over 25 million residents, water transportation is no longer a luxury, it is a necessity. However, as we expand this vital sector, we must ensure that safety standards are not only robust but also regionally consistent and technologically advanced.” 

“But we must acknowledge that ferry safety is not a local issue, it is a regional imperative. This conference must catalyze a shared commitment to harmonized safety frameworks, intelligence-sharing, standardized training, and the adoption of advanced technologies such as GPS, radar systems, and smart ferry designs.” 

Also speaking at the event , Lagos State Commissioner for Transportation, Mr. Oluwaseun Osiyemi, highlighted the state’s transformation of its inland waterways, driven by state current administration, pointing that ferry transport is now a cornerstone of urban mobility. 

"We have redefined the possibilities on our inland waterways through enhanced investments in terminals and jetties, digital monitoring systems, the distribution of life jackets, and strict safety protocols, safety has emerged as the cornerstone of our water transport reforms. 

“Maritime safety is not a destination—it is a continuous journey. This journey requires collaboration, capacity building, and policy alignment. Our goal must be that every ferry passenger across our region feels confident and protected by the systems in place.” 

He added that the sole aim of the conference must be to ensure that every passenger, whether in Lagos, Lomé, Accra, or Dakar, boards a ferry with confidence, secure in the knowledge that robust systems and a safety-first culture underlie their journey.

Giving his opening and welcome speech, the Damilola Emmanuel, Managing Director of LASWA, have described the conference as a strategic opportunity to position ferry transport at the center of Africa’s urban mobility and blue economy agenda..

 Damilola stated that the 2-day event will gather a dynamic and united regional community comprising policymakers, ferry operators, regulatory bodies, community advocates, and international partners; and together, "we are on a mission to forge a safer, more resilient future for ferry transport across Africa’s magnificent waterways and coastal regions". 

"Lagos, with its energy and ambition, is more than an ideal host—it embodies a thriving environment where forward-thinking policymaking, operational excellence, and community involvement intersect around our waterways. This city demonstrates that safe, scalable, and sustainable ferry transport is attainable when public institutions, private operators, and local communities collaborate in harmony".

Customs Anti-Smuggling Unit Impounds Indian Hamp, Used cars, others Worth Over N1bn In Three Weeks

Harboursandport.com: Lagos - June 21,2025: The Federal Operations Unit, FOU, Zone A of the Nigerian Customs Service, has impounded 1,665 kilograms of Indian Hamp (Cannabis Sativa), 11 fairly used vehicles popularly referred to as Tokunbo, 4 trailers of foreign parboiled rice worth over N1 billion in three weeks.

The Customs Area Controller, CAC of the Unit, Mohammed Shuaibu, who disclosed this at a press briefing in Lagos recently, noted that the Command recorded 46 interceptions, seven arrests in connection to the various seizures.

The Customs boss explained that the seized items have a Duty Paid Value, DPV worth over N1 billion.

The Customs boss disclosed that the various seizures includes: four trailer loads of 2051 X 50 kg foreign parboiled rice; 11 used vehicles, popularly known as tokumbo vehicles; 1665b kg of Cannabis Sativa; 4000 litres of Premium Motor Spirit, PMS; one white and Black J5 commercial Bus loaded with expired goods and one Volvo Truck containing 180 sacks of new towel. 

He also pointed that on the 19th of May 2025, the officers on a routine patrol along Shagamu/Ijebu-Ode express way in Ogun State, intercepted a truck with registration number T24623LA suspected to be conveying uncustoms goods including Bullet Proof vests, which also revealed that the content includes some packages of Tramadol. The unit patrol teams within Lagos metropolis also acted on intelligence and intercepted and seized 2 X 40 feet containers with containers numbers (MSCU 5295718 and MRSU 5856090) respectively on the 23rd and 24th of May 2025 along Ijora-Olopa, and mile 2 axis. The examination reports of these containers revealed the following contents: seven Mitsubishi Canters, five Toyota Hiace Buses, and Three Mini Shuttle Buses all cut up with their parts complete with clear intention of evade Customs duties. 

Other items include used bicycles, 312 bales of printed wax, 23 bales of used clothing, 42 used gas cylinders, and 30 used flat screens televisions, 65 table top cookers, and 31 unit of used split air conditioning and among others. 

He pointed out that the importation of these items contravenes schedule 4 of the common external tariff. 

In his words, "The Nigeria Customs Service as a lead agency in border security and facilitators of trade, we are not unaware of the need to balance both responsibilities through risk management tools at our disposal. We are also aware that those whose illicit businesses have been significantly hindered by our operations will spare no efforts in devising different methods to counter us. It is pertinent to states that our renewed vigor to fight smuggling and criminalities through intelligence-driven operations has continued to payoff as the resilience and dedication of our operatives has inflicted substantial losses on some economic saboteurs who are bent on bringing our country to its knees through their nefarious activities."


"Additionally, our patrol teams around the borders areas across the six (6) states of the Southwest have intensified surveillance of our borders against unscrupulous elements among Nigerians, resulting in several seizures of rice, Cannabis Sativa, used cars and other goods in a flash points of Imeko, Ilaro, Owode, Idiroko , Ilara, Ihumbo, Abeokuta, Badagry, Agbara, Gbaji, shaki and Iseyin in Oyo state."

Shuaibu assured the public that their responsibilities will not be deterred by naysayers or anyone with the intention of casting aspirations on officers who have always paid ultimate price for the service to their country. 


"As criminals get more desperate and daring, we at the Federal Operations Unit Zone 'A' will ensure the sustainability of a more formidable defense against any antics devised by these non-state actors. The Nigeria Customs Service will continue to design and implement sustainable programs that will grow our economy, increase revenue for the government, and encourage legitimate trade. The seized 1665kg of Indian hemp and will be handed over to the relevant agencies for further investigation and prosecution. The unit continued to harness all revenue components under the unit to recover loss revenue from the evaders. Within these two weeks of operations, the unit recovered over N48,000,000 through issuance of Demand Notices, DN from the improper declaration of consignments".

While speaking on other matters related to the Unit, he also added that the institutional activities which have been relegated to the background like the monthly parades, weekly sporting activities, and conducive working atmosphere were major concerns to him, and immediately resuscitated the monthly parades and weekly sporting activities, which he intends to invite people, our media friends, to come watch in one of these days.
