ISPS Code Breaches: NIMASA Shuts Down ShellPlux, TMDK Facilities In Lagos

Harboursandport.com: Lagos, Nigeria - July 17, 2025: The Nigerian Maritime Administration and Safety Agency, NIMASA, acting as the Designated Authority for implementing the International Ship and Port Facility Security, ISPS Code in Nigeria, has shut down operations at the ShellPlux and TMDK terminals located in the Ijegun-Egba axis of Lagos.



This action comes after repeated violations of the ISPS Code by both facilities, despite multiple official warnings. In line with international best practices and pursuant to Section 79(f) of the ISPS Code Implementation Regulations (2014), NIMASA is empowered to shut down any facility that remains non-compliant for over three months.




Speaking on the matter, NIMASA Director General Dayo Mobereola, underscored the Agency’s unwavering commitment to maritime safety and national security.

A statement signed by Head of Public Relations of NIMASA, Osagie Edward, noted that the NIMASA boss said, “Shutting down these terminals was not a hasty decision, but a necessary step after exhaustive warnings. “At a time when we are working closely with the United States Coast Guard to remove restrictive conditions on Nigerian vessels, allowing continued lapses would only undermine our progress.”


He further noted that both ShellPlux and TMDK facilities may reopen once they demonstrate full compliance with ISPS Code standards, acknowledging their importance in national trade and logistics.


The Agency reaffirmed its support for the Ministry of Marine and Blue Economy’s goal of fostering sustainable trade in a secure maritime environment. The ISPS Code—an amendment to the SOLAS Convention—was developed by the International Maritime Organization (IMO) to bolster global maritime and port facility security, especially for ports engaged in international shipping.
