Minister Applauds MAN, Oron For Driving Reform, Digital Transformation

Harboursandport.com: Oron, Akwa Ibom State — August 30, 2025: The Minister of Marine and Blue Economy, Adegboyega Oyetola, has commended the Maritime Academy of Nigeria, MAN Oron, for its proactive commitment to implementing key federal reforms aimed at enhancing performance, accountability, and digital transformation across the maritime sector.



Speaking through Ibrahim Kalthum, Director of Planning, Research and Statistics at the Ministry, during a two-day Management Retreat and Ministerial Handholding Session held at the Academy, the Minister praised the institution’s leadership under Acting Rector Kevin Okonna for aligning with the Federal Government’s Performance Management System, PMS and Enterprise Content Management System, ECMS.


“The Maritime Academy of Nigeria, as Nigeria's foremost maritime education and training institution, must lead by example in embracing these reforms,” Hajia Kalthum stated. “The Ministry is glad that the Academy is taking these key reforms seriously.”


The retreat, themed “Building Capacity for the Implementation of the National Policy on Marine and Blue Economy in Nigeria,” focused on cascading national goals to institutional and individual levels through PMS, while ECMS aims to digitize records and streamline workflows for improved efficiency.


Kalthum emphasized that PMS is not just about staff appraisals but about strategic execution, with clearly defined Key Performance Indicators, KPIs and targeted training to close capacity gaps. She noted that ECMS will revolutionize record-keeping and interdepartmental collaboration, positioning the Academy for international recognition and compliance with global maritime standards.


In a symbolic move to reinforce commitment, Directors and Heads of Departments signed the 2025 Departmental Performance Bond with the Acting Rector, marking a new chapter in institutional accountability.


The Minister also urged the Academy to appoint PMS Champions to drive awareness and ensure full compliance, suggesting visible branding and weekly engagement activities to embed the reform culture.


“Every officer must take responsibility for results, be accountable, and be champions of digitalisation,” she added. “Transformation thrives when leadership and staff work as one team.”


The Ministry pledged continued oversight, technical support, and periodic reviews to ensure the success of these reforms, reinforcing its dedication to the Renewed Hope Agenda of President Bola Ahmed Tinubu.
