Apapa Traffic: APFFLON Raises Alarm Over ETO Access Abuse, Demands Urgent Stakeholder Engagement with NPA

Harboursandport.com: Lagos, Nigeria – November 7, 2025: The Africa Association of Professional Freight Forwarders and Logistics of Nigeria, APFFLON has expressed concern over the growing dysfunction of the Electronic Truck Call-Up System, ETO, calling on the Nigerian Ports Authority, NPA to urgently convene a long-delayed stakeholders’ engagement to address the crisis.



This is even as Truck Transit Park, TTP operators of the ETO system have denied that there is scarcity of access tickets; the company also explained that they do not have control over the selling of its tickets in the black market by those who may have gotten it from the company's system.



In a statement signed by its President, Frank Ogunojemite, APFFLON decried the difficulty accessing the ETO platform—originally introduced to eliminate port congestion and promote transparency—as well as the emergence of a black market where access slots are allegedly sold for as much as N300,000.





“This unacceptable situation has crippled the operations of legitimate transporters and freight forwarders, while introducing new layers of corruption and inefficiency,” the statement read.




The ETO system, a flagship initiative under the Federal Government’s Ease of Doing Business and Trade Facilitation agenda, was designed to streamline truck movements and reduce gridlock around Nigeria’s ports. However, APFFLON reports that the platform is now plagued by manipulation, undermining its core objectives.




The association lamented the delay in a scheduled engagement with the NPA Managing Director, which was intended to address these specific concerns. It warned that the continued inaction risks eroding stakeholder confidence and damaging Nigeria’s reputation as a business-friendly maritime hub.




APFFLON demanded immediate rescheduling of the postponed stakeholders’ meeting with the Managing Director of NPA; a full audit and review of the ETO platform to expose and eliminate abuse; implementation of a transparent, user-friendly, and monitored access system, and an inclusive collaboration with freight forwarders, truck owners, and regulators to align ETO with trade facilitation standards.




The association reaffirmed its commitment to working with the NPA and other authorities to restore integrity and efficiency to Nigeria’s port logistics ecosystem.




“The black-market manipulation of ETO access contradicts the principles of accountability and efficiency that the NPA and the Federal Government have pledged to uphold,” Ogunojemite emphasized.




APFFLON urged the NPA to act swiftly to prevent further deterioration of the system and to realign the ETO platform with the nation’s maritime reform goals.


Speaking to Harboursandport.com, Head, Corporate Communications of TTP, Nancie Nnadi, said that it's not true that the company's tickets are difficult to get because any truck owner can get it from either their website or app if they can provide all the relevant documents.


On the traffic gridlock between Area B and the port gate at Apapa, the TTP spokesperson attributed it to the operations of the terminal operators.


She also assured that the management of NPA is currently engaging with the terminal operators to find a lasting solution to the problem.
