Harboursandport.com: Lagos, Nigeria – November 25, 2025: The Lagos Port Complex is set to implement a major review of its Electronic Truck Call-Up, ETO ticketing system as part of efforts to reduce the number of trucks clogging Apapa roads and improve port access efficiency.
The Port Manager, Adebowale Lawal Ibrahim, in an interview with Harboursandport.com, explained that the new system will restrict tickets to specific terminals, ending the previous practice where general tickets could be used interchangeably across different facilities.
Terminal-Specific Tickets: Trucks heading to APMT will only be issued tickets valid for APMT, while ENL-bound trucks will only receive ENL tickets. The era of general tickets usable across multiple terminals is over.
He explained that the system will now link Truck Delivery Orders, TDOs, truck numbers, and container numbers to ensure only authorized trucks are on the road.
As for enforcement, the Port Manager stressed that it will be critical to the success of the new system. Trucks found loitering on roads without valid tickets or cargo assignments will be removed.
“If you are on the road and you are caught without proper authorization, LASTMA will tow your truck. What we need now is serious enforcement and collaboration between government agencies,” he said.
He pointed out that the reforms are expected to reduce indiscriminate truck parking, curb congestion around Apapa, and restore order to port access roads.
By tightening ticketing and linking it directly to cargo documentation, the Port Manager believes the system will discourage trucks from idling on roads while waiting for jobs or sourcing TDOs.
The initiative underscores the Lagos Port Complex’s commitment to improving efficiency and ensuring smoother operations in Nigeria’s busiest maritime hub.
