Judiciary Anchors Nigeria’s Blue Economy Vision At NIMASA’s 4th Admiralty Law Colloquium

Harboursandport.com: Lagos, Nigeria – November 5, 2025: The Nigerian Maritime Administration and Safety Agency, NIMASA has stressed that the judiciary is a critical partner in advancing Nigeria’s Blue Economy, during the 4th edition of the Admiralty Law Colloquium held in Lagos.

With the theme “Charting the Course of Nigeria’s Blue Economy,” the event underscored the growing national focus on maritime law as a driver of sustainable economic development.

Delivering the welcome address, NIMASA Director General, Dayo Mobereola, emphasized that the success of Nigeria’s Blue Economy hinges on collaborative efforts, particularly with the judiciary.

In a statement signed by Deputy Director/Head, Public Relations, NIMASA, Osagie Edward, noted that the NIMASA boss said, "Nigeria’s Blue Economy requires an all-hands-on-deck approach, with the Judiciary as a crucial actor. Interpretation of legal instruments and case decisions remains a vital tool for sustainable development,” Mobereola stated.

He noted that judicial interpretation of maritime laws plays a pivotal role in improving industry standards and shaping the future of ocean-based economic activities.


In her keynote address, Chief Justice of Nigeria, Justice Kudirat Motonmori Olatokumbo Kekere-Ekun—represented by Hon. Justice Emmanuel Akomoye Agim, JSC CFR—commended NIMASA and the National Institute of Advanced Legal Studies (NIALS) for their commitment to building judicial capacity in admiralty law.


“The Judiciary must not stand at the shoreline as a passive observer, but rather as an active navigator — steering the ship of justice through the complex waters of maritime development,” she said.


The colloquium featured presentations by maritime law experts Dr. Emeka Akabogu SAN and Dr. Chukwuchefu Ukatta, who stressed the importance of aligning judicial processes with the evolving dynamics of the Blue Economy.


A panel discussion chaired by Professor A. J. Abikan, Director General of NIALS, followed the technical sessions, culminating in an interactive dialogue with participants.


Dignitaries in attendance included representatives of the President of the Court of Appeal, Hon. Justice M. B. Dongbam-Mensem, and the Chief Judge of the Federal High Court, Hon. Justice John Tsoho.


The Admiralty Law Colloquium, jointly organized by NIMASA and NIALS with support from the National Judicial Institute (NJI), serves as a platform to enhance maritime adjudication, strengthen legal frameworks, and promote Nigeria’s Blue Economy agenda.
