African Risk Capacity (ARC), a specialized agency of the African Union, has
commenced a pilot scheme to develop the sovereign outbreak insurance programme
with the Ministries of Health of Guinea and Uganda respectively.
The
scheme is for the development of an insurance product to facilitate
country-level financial responses to outbreaks of diseases such as Ebola, Lassa
fever and meningitis, within the over 50 members of the Union including
Nigeria.
Head
of Communications for ARC, Mr. Chinedu Moghalu, who spoke to Vanguard Insurance
in Abuja, said over 40 countries across Africa are at risk of
an outbreak of one or more of the epidemic-prone diseases piloted by ARC.
He
said, "ARC will work with African Union countries to optimize outbreak of
early warning systems, create pre-established contingency plans for rapid
response, and provide access to swift disbursement of financing through
parametric insurance. In addition to having access to quick funds, the ARC is
strengthening national capacities to respond to public health emergencies.
“When
launched as a full product in the fall of 2019 and made available to all
African Union countries, the scheme will help strengthen African health systems
by contributing to national capacities in risk profiling and
contingency/response planning, and ensuring that slow and unpredictable funding
does not continue to prevent African countries and partners from adequately
responding to outbreaks and epidemics.”
