APFFLON Seeks Customs Clarification On License Fee Increments, Inspection Directives

Harboursandport.com: Lagos, Nigeria – November 12, 2025: The Africa Association of Professional Freight Forwarders and Logistics of Nigeria, APFFLON is seeking urgent clarification on recent administrative directives affecting licensed customs agents.

In a letter dated November 10, 2025, and referenced APFFLON/NCS/CGC/VOL5/25, the association raised concerns over alleged increments in agents’ license renewal fees, directives reportedly issued from the office of Assistant Comptroller-General A.B. Shuaibu, and limited dissemination of information regarding an upcoming inspection exercise for licensed agents.


APFFLON President, Frank Ogunojemite, who signed the letter, commended ongoing reforms under the Comptroller General of Customs, Adewale Adeniyi’s leadership but warned that inadequate communication and unclear directives were creating confusion and anxiety among stakeholders.


“Several stakeholders have expressed confusion and anxiety over unclarified directives, particularly those concerning license renewal increments and the criteria for the forthcoming inspection of license holders,” Ogunojemite stated.


The key demands of APFFLON for which they seek clarification are: what is the approved position on license fee increments, including effective dates and justification; provide transparent communication on the planned inspection exercise, outlining objectives, procedures, and evaluation standards; ensure inclusiveness by circulating official information to all recognized associations and licensed operators as well as reiterate uniformity of Customs policies to prevent conflicting directives from subordinate officers.


APFFLON stressed that while it supports reforms aimed at sanitizing the profession and strengthening integrity in trade facilitation, such measures must be implemented with fairness, consultation, and transparency to avoid misinformation and tension within the freight forwarding community.


“We trust that your esteemed office will urgently look into these concerns and provide the necessary clarifications to restore confidence and order among licensed agents and stakeholders,” the petition concluded.


The petition underscores growing unease among freight forwarders over regulatory changes and highlights calls for clearer communication from the Nigeria Customs Service to maintain trust and compliance in the sector.
