EXCLUSIVE: All Terminals At Apapa Port Are VGM Compliant – Port Manager

Harboursandport.com: Lagos, Nigeria - June 27, 2026: The Port Manager of the Lagos Port Complex, LPC, Adebowale Lawal, has dismissed claims that some terminals at the port lack weighbridges required for compliance with the Verified Gross Mass, VGM policy of the International Maritime Organization, IMO.



Speaking in an exclusive interview with Harboursandport.com, Lawal described the allegation as “incorrect and capable of undermining Nigeria’s export trade reputation.” 

He stressed that all terminals within the Lagos Port Complex are VGM compliant, noting that while most terminals operate weighbridges, APM Terminals uses a specialized crane system that serves as its weighing facility.


The clarification follows reports that some export consignments were allegedly returned from Europe due to discrepancies between declared container weights and actual weights recorded upon arrival.


Lawal explained that such claims misrepresent the situation, as compliance with VGM is strictly enforced at the port. “Every terminal has the required facility to ensure accurate weight measurement. Export consignments cannot be processed without VGM certification,” he said.


Globally, the VGM regulation is a critical safety requirement under the Safety of Life at Sea, SOLAS, Convention. It mandates that the total weight of a packed shipping container—including cargo, packaging, securing materials, and the container’s tare weight—must be verified before loading. 

The rule is clear: “No VGM, No Load.” Containers without verified gross mass certification are legally barred from being loaded onto vessels.


Industry experts note that the regulation was introduced to prevent accidents caused by mis-declared container weights, which can lead to vessel instability, cargo damage, and risks to crew safety. 

Since its enforcement in 2016, shipping lines and ports worldwide have adopted strict compliance measures.


Lawal emphasized that Nigeria’s ports are aligned with international best practices, adding that the LPC continues to work closely with shipping lines, exporters, and regulatory agencies to ensure smooth operations. 

He urged stakeholders to disregard unfounded allegations and remain confident in the port’s compliance standards.


The Port Manager also highlighted that accurate weight verification not only ensures safety but also enhances Nigeria’s credibility in global trade. “Our compliance with VGM strengthens Nigeria’s position in international shipping and protects exporters from costly disruptions,” he concluded.
